The Memorandum calls for instilling three principles: Transparency, Participation and Collaboration.

Transparency is a long way you should go step by step, but is an achievable goal. Perhaps the most complicated is to define what level of Information should be made available and which not.
It`s a hard day to day work.

But, Participation and Collaboration is feasible from the user side, but from the Goverment side is too much difficult that they can influence the decision making process.

The question is:
How do you plan to implement a change in the culture of the people in government, where decisions of government, any government policy or decision process may be designed, developed or modified by the people directly?
